Here's how Synchro Summons work: For most Synchro Monsters, you need at least 1 Non-Tuner Monster... ... And 1 Tuner Monster. When you have both of these monsters on the field, you can send them to the graveyard to Syncrho Summon a monster that has a level equal to the combined levels of the monsters you sent to the graveyard. Vice Dragon has 5 and Dark Resonator has 3. 5+3=8 This means, you can Synchro Summon a Level 8 Synchro Monster. See how that works, now?

Sorry, but you can't normal summon twice, unless you use a card like Double Summon. But, it does look like you understand the rules a little better! You've made a lot of improvement!
