i think because roxas was sora's nobody he still had a strong sence of heart so maybe he could remember feelings of friends. and that may be what changed axel.

i think Riku didn't get a heartless or nobody because once he gave his body to the darkness Xehanort took that opportunity to steal his body, so the process wasn't complete. riku dosnt have a nobody.
